What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to find and purchase upgrades.
Increases the effectiveness of

Certain items come with inherent boo that is less beneficial when upgraded, such as the Goldwrap which gives more slots for potion. They are usually upgraded to inject more value into the perfect or nearly perfect item.
Costs
Upgrades come with some associated costs. The first is the upgrade itself. This cost depends on the item's new ilvl and the amount of perks it will gain and is often expensive. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be costly.
The other is the cost of materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords Of Draenor Quests. The amount of these items required is available in the inventory of an upgrade vendor.

It takes time to upgrade an item. It can take up to 8 hours, depending on the size of the upgrade. The upgraded item's base stats are calculated using the item's new ilvl bonuses, perks, and other properties. This calculation determines the updated Armor Class bonus, damage dice, and other important stats. In some cases, the upgrade will grant additional perks that can be selected from a list of available perks.
Rarely, the perks obtained will cost more than one perk slot In these cases, the upgrade will only replace the most expensive perks. Sometimes, the upgrader may make other modifications to an item, such as changing its weapon damage type or adding or removing an unwieldy or operational property. These modifications are based on the item's ilvl and may require special materials, such as the adamantine.
Success Rate
The upgrading of an item is based on the chance. Like any random system there is a chance that it won't succeed. There are several methods to increase your odds of success. This includes the use of an Upgrade Pity, or the addition of extra materials to your upgrade.
An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the chance of an upgrade's success by a percentage. It is similar to the "luck bonus" that certain items provide however it is more reliable. This can be added to any weapon or armor, and is used three times.
You can also add additional components to the upgrade to increase the chance of success. These are displayed in a window above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is shown just above the + button in the UI.
A Blacksmith Blessing or an upgraded version can be used to boost the chances of an upgrade being successful. This item is useful when your piece of equipment or weapon is close to or has reached the top level of its level. This item will allow you upgrade the equipment to the next level without the risk of breaking.
If an upgrade fails it will be restored to its initial state. This is typically a downgrade, but can also be an upgrade. It is an excellent idea to save upgrades for when you're near the maximum level of an item, and use it as an option last resort.
There are several items in the Kafra shop that can be used to boost the chances of a successful upgrade. You can increase your chances of success by enhancing your equipment several times using HD Oridecon and HD Elunium. Failure Rate

You can also select a safeguard for your item that will safeguard the item in case of failure. The safeguard is not free however the cost will be less than a new item. The safeguard is only available once each upgrade, and it will not expire unless it is used again.
The UI for the item upgrade r can be a bit confusing, but it's not difficult to navigate. The main menu is visible on the left and the upgrade window is on the right.
